I have heard lots of complaints about this.
I would just delete the application, re-install it and restart your phone. If that doesn't work, I would try disconnecting from your Wi-Fi, then re-connecting.

Its not paid for, its a free app. Delete it and download it again and you can log in if you remember your password. But also double-click your home button and hit the red thing on the instagram app. And if that doesn't work, do more research. But that is what it should.
